Though Web IDL specification removed [PrimaryGlobal] and made [Exposed] required, many blink's IDL files have not followed it yet. In payment_manager.idl case, the spec has added [Exposed=Window,Worker] as well. So, this will make PaymentManager visible on workers according to the updated specification.
