The current implementation takes three arguments: protocol, url, title. The title is ignored by the user interface. This change removes the title argument.

Motivation

* Alignment with the latest HTML5 spec. * Will be removed from the other implementation of registerProtocolHandler (Firefox) * Currently not used for the UI. * No plan to actually use it as it could allow spoofing.
